Observation

Licensor learned during the course of the complaint assessment, there is enough information provided to identify that applicable WAC was violated, thus licensor Lauilefue concluded that more likely than not, applicable WAC or RCW was violated. During the course of the complaint it was identified that management was aware of the concerns that a staff member was allegedly shaking a child, thus, even with the suspicion of child abuse and neglect, proper authorities were not called and appropriate actions did not take place in a timely manner.
